The report on human rights and freedoms of the second part of 2013

Georgian Democracy Initiative is pleased to present the Report on the Situation of Human Rights and Freedoms in Georgia of the second part of 2013. The present report deals with the events relating to human rights and freedoms that took place in the country in the second part of 2013 and the observance of the principle of the rule of law.

The document deals with and assesses facts of violation of human rights that were detected in the reporting period. It pays particular attention to criminal proceedings against former officials and the necessity to observe the principle of the rule of law by the State. Specifically, the report includes an assessment of the changes made to the legislation on criminal procedure, raids carried out by the police, eavesdropping, facts of interference in the activities of the Public Defender, and other important issues. The document also reviews the problems relating to the presumption of innocence, freedom of assembly, religious intolerance, and freedom of information.

Georgian Democracy Initiative believes that during 2013 the authorities took certain positive measures to improve the situation of human rights in a number of directions, though, at the same time, we pay particular attention to facts of violation of rights and threats that exist in terms of their effective exercise. We consider it necessary to get a thorough understanding of the trends in the area of human rights and of the scale and gravity of violations of rights, so that effective and timely ways are found to resolve the problems.
