GDI is pleased to present the Report on the Situation of Human Rights and Freedoms in Georgia for the first half of 2013. The present report covers the events that took place in the first half of 2013 and are related to the issues of human rights and observance of the rule of law. At the same time, the report includes several cases that do not fall within the reporting period, but, due to their significance, we have deemed it necessary to discuss these issues in the format of the present report.
The document includes assessments about the role and response of the State to crimes related to torture and inhuman treatment, deliberations on the compatibility of the law on amnesty implemented in relation to persons convicted on political grounds with the principles of the rule of law, problems related to the presumption of innocence, violations of human rights by law enforcement bodies, issues of liberty and personal security, dissemination of recordings containing materials on private life, the exercise of the right to assembly and manifestations, religious intolerance, pressure on local self-government bodies, and other important issues.
Georgian Democracy Initiative points to positive steps the State has taken in several directions in the area of human rights, but, at the same time, the report pays particular attention to the challenges and problems existing in this area whose correction and prevention is important for the country’s democratic development and formation of a law-based state.
